During the meeting, the Director of the NGO ?"Center for European Integration"? Oksana Klymovych informed the interns of the Program on the provisions of the Law of Ukraine ?"On Rules of Ethical Behaviour"?.
It was stressed that the norms of ethical behaviour for public officials are described in certain international documents. Particularly: in the tenth principle of the Twenty Guiding Principles for the Fight against Corruption, article 8 of the United Nations Convention against Corruption and the International Code of Conduct for Public Officials, etc.
O.Klymovych informed on the duties of persons authorized to execute state functions or that of local self-government, according to the law.
It was mentioned that single guiding norms for persons authorized to execute state functions or functions of local self-government were implemented with the adoption of the abovementioned law in Ukraine. It was also said that behavioural codes and standards in certain spheres of state service, as well as service in the bodies of local self-government will be based on these guiding norms.
O.Klymovuych stressed that interns working in the Parliament in the framework of the Program, should also adhere to these norms.
Information. The Internship Program in the Verkhovna Rada of Ukraine and the central bodies of executive power was founded in 1995 by the United States Association of Former Members of Congress in conjunction with the Verkhovna Rada of Ukraine. From 2000 the internship takes place within Parliamentary Development Project for Ukraine; and from 2008 – within the Parliamentary Development Project II (Legislative Policy Development Program) with financial support from USAID.
1199 young specialists became the participants of the Program during 17 years. They undertook internship in the committees and departments of the Verkhovna Rada of Ukraine, as well as in the bodies of executive power. The Program for 2012-2013 includes 115 participants.
